Section 01: What Is the Mulungi Plan

A governance architecture for the Uganda that is possible.

The Mulungi Plan is Uganda's governance architecture. It is not a manifesto, not a slogan, not a wishlist. It is the operating system for a Republic that works at the level of the household, the village, the subregion, and the nation, through the same design logic applied at every level.

Uganda is not a poor nation. It is a mismanaged possibility, beautiful by creation, broken by design. The Constitution of 1995 declared popular sovereignty. Article 274 then preserved the legal order built without the people's consent. Continuity became the default condition of the republic. The system learned to speak reform while executing extraction. The Mulungi Plan finishes the work the Constitution did not finish.

The Plan produces three outcomes, built simultaneously, through a single architecture. It builds people who are capable, informed, and rooted. It builds communities where value circulates rather than leaks. It builds a future held by institutions that outlive any leader.

Section 02: The Three Outcomes

One architecture. Three simultaneous builds. Every Ugandan has a share in each.

Build People

A Ugandan grows into capability, not dependency. Education trains for the work the future rewards. Healthcare reaches the village, not just the capital. Youth train for governance before they hold it.

Build Communities

A village is not a waiting room for services the capital may or may not send. Value circulates where people live through the ZIP economy, VAT Cashback, the Community Credit Bank, and the three citizen accounts.

Build the Future

The Republic becomes bigger than the person occupying State House. Civilian rule is a constitutional discipline, not a request. Institutions outlive leaders.

Build the Future

The Life

A Uganda where an election produces a change of government without requiring the permission of anyone in uniform. Where the army is a professional institution whose loyalty runs to the Constitution, not to the personality occupying State House.

The Signature Move

The Military Transition. Military commercial enterprises are unwound through a structured, time bound, publicly auditable process. Intelligence organs operate under statutory mandates that explicitly exclude lawful politics, civic activity, and journalism.

The Test

The transfer of civilian government requires no permission from anyone in uniform, and defense spending can be examined by the Parliament it serves.

The Signature Move

The 15 and 15 ZIP Architecture. Income tax at 15 percent. VAT at 15 percent with Cashback returning to the citizen's Opportunity Wallet. Three citizen accounts with defined access rules.

The Test

A market woman in Gulu accesses credit, registers her enterprise, and receives VAT Cashback without travelling to a district office and without paying facilitation fees.

A Uganda where a villager in Kisoro has an elected representative they can actually reach. Where the subregion sets its own budget, audits its own officials, and answers to its own citizens.

The 8 plus 16 plus 1 Architecture. Districts consolidate into sixteen Subregional Parliaments. A Main Parliament of approximately 284 legislators. Eight federal ministries coordinate national function.

The Test

A Subregional Parliament passes a budget, audits its own expenditure, and holds officials accountable without requiring central government permission.

The Village State plus the ZIP. Every Village State carries a Governance Quartet with published monthly performance scorecards. Twenty to thirty Village States link to form one ZIP.

The Test

A rural household accesses credit, healthcare, education support, and market participation through ZIP and Village State rails with urban-level predictability.

The Presidential Transition Authority with single-term mandates, clear composition, and anti-capture design. A free press protected constitutionally as the fourth estate.

The Test

A transfer of power is governed entirely by constitutional process, certified by the PTA, and public theft faces consistent prosecution and asset forfeiture.

Youth Parliaments and Interfaith Parliaments at subregional level, plus regional trade built on reciprocal governance standards.

The Test

Active Youth and Interfaith Parliaments at every subregion produce measurable civic outcomes, and regional partners adopt Uganda's published standards through formal pilots.

Chapter 12. The Faith Family Community Engine, Youth and Interfaith Parliament structures, and regional positioning doctrine.

Uganda will stop renting its influence and start exporting its standards.

Section 06: The Economics

Where the money comes from. Where it goes. How debt ends.

ECTI is the instrument that decides where money moves. Pain, Participation, and Productivity are measured at household and ZIP level on a quarterly cycle. Money flows to where Pain is highest, Participation is rising, and Productivity is emerging.

The Plan does not wait for external funding. The Plan circulates what the economy already produces. VAT Cashback returns three shillings of every 100 to the Opportunity Wallet. The Community Credit Bank lends on participation, not collateral.

Uganda's economy today sits at approximately 65 billion US dollars in nominal terms. The Mulungi Plan commits to closing the nominal and PPP gap by 2041 through circulation over extraction.

Within the first 365 days, the Transition Authority publishes a complete National Debt Audit classifying every obligation as legitimate versus questionable authority, productive versus consumption disguised as investment, and citizen value versus private benefit.

MRG is the early warning system. MAF is the response system.
The 70/30 Split
Seventy of every 100 shillings collected in a subregion stays there for local services. Thirty moves to federal collections for debt service, defense, and equalization.

Section 07: How Uganda Gets There

Proof before power. Lawful transition. No romance.

The Mulungi Plan does not wait for State House to start operating. The first hundred Village States prove the governance model in the field. Regional ZIP pilots demonstrate the economic architecture before citizens are asked to trust it.

Article 274 of the 1995 Constitution preserved the legal order built before commencement, subject to conformity with the new constitutional order. The Mulungi Plan deploys Article 274 as a lawful instrument for governance correction.

Phase One establishes the Village State and ZIP architecture under existing local government law. Phase Two targets revenue architecture. Phase Three builds Subregional Parliaments and the Federal Council. Phase Four entrenches fiscal formula, audit independence, debt discipline, and Federal Council constitutional status through amendment.
